Judi joined our team in 2021. As the Vice President of Housing Strategy, she leads efforts to enhance tenant experience and strengthen property management practices that support inclusive, high-quality housing for people at all income levels.

As a strategic and thoughtful leader, Judi focuses on refining operational procedures, improving maintenance responsiveness, and ensuring residents feel valued, secure, and supported in their homes. She oversees a multidisciplinary team dedicated to elevating the tenant experience through consistent policies, proactive maintenance, and strong community engagement. Her work is central to Fello’s mission of creating communities where everyone can thrive and belong.

Under Judi’s leadership, Fello Communities has expanded its housing portfolio from 40 to over 70 units across four counties in Maryland. She is a key partner in innovative community development projects like Port Street Commons and Silo Court, where her expertise helps balance affordability with quality and community connection.

With over 30 years of leadership experience in affordable housing, Judi has devoted her career to advancing housing stability and opportunity throughout Maryland. Her deep knowledge of property management and tenant services drives Fello’s ongoing commitment to resident-centered housing.

Judi holds a bachelor’s degree from Salisbury University and has been a licensed Home Improvement Contractor since 2014. Her thoughtful, strategic approach continues to strengthen Fello Communities’ ability to provide safe, affordable, and welcoming homes.
